Consider and/or Act on an Ordinance approving a negotiated settlement between the Atmos Cities Steering Committee ("ASCS") and Atmos Energy Corp., Mid-Tex Division regarding the company's 2025 Rate Review Mechanism filing; declaring existing rates to be unreasonable; adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; finding the rates to be set by the attached settlement tariffs to be just and reasonable and in the public interest; approving an attachment establishing a benchmark for pensions and retiree medical benefits; requiring the company to reimburse ACSC's reasonable ratemaking expenses; determining that this Ordinance was passed in accordance with teh requirements of the Texas Open Meetings Act; adopting a savings clause; declaring an effective date; and requiring delivery of this Ordiannc to the company and the ACSC's Legal Counsel. 9.A. Hold a public hearing on the FY26 proposed budget for the fiscal year October 1, 2025, through September 30, 2026 (FY26). (Regarding item nos. 9. A. B. C. D., & E. below, the City provides the following information in compliance with Texas Government Code§551.043(c): (i) a copy of the City's proposed budget may be located on the City's home page of its website and at https://www.murphytx.org/107/Finance, and (ii) Taxpayer Impact Statement - For the median-valued homestead property a comparison of the current property tax bill in dollars pertaining to the property for the current fiscal year ("FY"), an estimate if the proposed budget is adopted for the upcoming FY, and an estimate of a balanced budget at the no-new-revenue tax rate for the upcoming FY is below: TAXPAYER IMPACT STATEMENT Current Rate No-New-Revenue Tax Rate Proposed Tax Rate Tax Year 2024 2025 2025 Fiscal Year FY2025 FY2026 FY2026 Median Homestead Value $519,540 $553,991 Tax Rate 0.362533 Estimated Taxes $1,884 0.343487 $1,903 $1,981 Berna Fitzpatrick-Walker, CGFO, Finance Director
